With a growing population in Australia and a need for the provision of a diverse range of housing products that suit differing budgets, strata subdivision offers one means to a solution.
While strata subdivision is usually brought up in discussions around larger scale developments such as a townhouse or high-rise developments, it is becoming an increasingly popular development strategy for smaller-scale developments as well, including strata subdivision of dual occupancies.
Whilst the ability to strata subdivide a dual occupancy differs in NSW between LGAs, the introduction of the new ‘Low Rise Medium Density Housing Code’ section to the existing Exempt and Complying Code SEPP does provide a new mechanism to allow this type of development in particular areas and zonings subject to meeting certain criteria. Since the introduction of this legislation on 1 July 2020, there has been an influx of interest and applications relating to strata subdivision.
Barker Ryan Stewart has provided strata certification services in NSW for over 15 years, and with the establishment of our South East Queensland office in August 2018 have become regular border hoppers into Northern NSW to provide these strata services for numerous residential and commercial developments or varying scales and sizes.

Reside Living Ballina
Barker Ryan Stewart was engaged by Reside Living for the provision of a Strata Certificate for a 42-lot strata subdivision associated with a 6-storey residential development.
The impressive building sits on the shore of the Richmond River and comprises of 34, one, two, and three-bedroom contemporary open-plan apartments, and 8 commercial premises on the ground floor. It also includes onsite caravan parking, fully maintained communal vegetable gardens, swimming pools, and storage facilities.
Reside Living offers residents panoramic views of the Richmond River as well as convenient access to local shopping, transport, and recreational facilities.
Dune Development (Kingscliff)
Engaged by Archer Projects, Barker Ryan Stewart has issued three Strata Certificates for the Dune development in Kingscliff.
The first stage of Dune included three luxury townhouses each with a plunge pool and was completed in mid-2019. Stage two was comprised of ground-floor retail and office space, as well as 16 residential lots over 4-storeys. Stage three included a further 6-lot townhouse development.
Seaside Collective, Kingscliff
Barker Ryan Stewart was engaged by Honeysurf Projects for the provision of a Strata Certificate for a 13-lot strata subdivision associated with the new 4-storey mixed-use building.
Located within the bustling Kingscliff area, the designer beachfront development comprises 6 ground floor retail premises with 12 residencies above including two stunning penthouses.
Caba Break, Cabarita
Barker Ryan Stewart was engaged to provide a Strata and Complying Development Certificate associated with the Caba Break development, comprising of three street-level retail lots and three spacious apartments above.
The development will provide accommodation for holiday goers upstairs while downstairs adds to the string of eateries on the main strip of Cabarita.
Multi-Dwelling Housing Developments
Barker Ryan Stewart has been engaged to provide our strata certification services for multiple multi-dwelling housing (townhouse) developments for up to 30 lots over multiple stages. This has included various developments in Banora Point and Ocean Shores.
Barker Ryan Stewart has also been engaged to provide our strata certification services on a wide range of dual occupancies in Northern NSW. This has included developments in Kingscliff, Tweed Heads South, Ocean Shores, New Brighton, Nimbin and Lennox Head.
