A Rich History
Pulver Cooper & Blackley (PCB) was a multi-disciplinary consultancy that provided surveying, civil engineering, town planning, project management, and Hunter Water design and certification services to the property development industry.
PCB was initially founded in 1930 as ‘W. R. Pulver & Son’ by the locally renowned Worters Readett Pulver and his son Astley Paston Pulver. Both Worters and Astley were pillars of society in Newcastle and are remembered for their contributions to establishing the suburbs of Hamilton’s Garden, Rankin Park, Belmont North and Woodberry.
In 1956, Mike Cooper became a partner and the business was renamed ‘AP Pulver & Cooper’. In 1971, the company was established as ‘Pulver Cooper & Blackley’ when Phil Blackley became a partner upon Astley Pulver’s retirement.
Since its establishment 90 years ago, PCB has been involved in a wide variety of surveying and subdivision projects throughout NSW.
Backed by a wealth of knowledge, PCB has a long and established history in the Hunter region and has developed strong relationships with numerous landowners, developers, councils, and government agencies in NSW.
Rebranding as Barker Ryan Stewart
In September 2019, PCB joined forces with Barker Ryan Stewart which has significantly increased the capacity and capabilities of our combined team within the Hunter region and throughout NSW.
From 1 July 2020 onwards, PCB was rebranded as Barker Ryan Stewart and both teams have been fully integrated to form one.
Our combined team is driven by our shared understanding that everything we do personally and professionally has an impact on the communities in which we live, work, and play.
