Broadmeadow Place Strategy

On 25 March 2025, the City of Newcastle voted to adopt the Broadmeadow Place Strategy to guide major urban renewal in Broadmeadow over the next 30 years and cater to the area’s increasing population.

Located on Awabakal Country, Broadmeadow is an area of approximately 300 hectares and forms part of the City of Newcastle Local Government Area (LGA).

Broadmeadow has been identified as a Regionally Significant Growth Area and a priority location for future growth in both the Hunter Regional Plan 2041 and Greater Newcastle Metropolitan Plan 2036, meaning quality housing and the creation of new jobs will be integral to the region’s success.

What is the Broadmeadow Place Strategy?

In partnership with the NSW Government, the City of Newcastle developed the Broadmeadow Place Strategy to provide a blueprint for the next 30 years on how the area will evolve. The strategy aims to guide future land use and infrastructure investment – including establishing locations for housing, employment, transport corridors, public and open space, areas of cultural heritage and local identity, and sport, leisure and entertainment precincts.

In 2024, the plan was placed on public exhibition to allow the community and stakeholders to provide feedback. It was subject to 333 submissions, leading to further investigation and several changes made to the finalised plan, including:

  • Adoption of a precinct-wide integrated transport strategy to address car parking and public transport
  • Clarifications to the proportions of affordable housing to be provided on NSW Government land to ensure consistency with policy
  • Updated implementation actions according to the Aboriginal engagement process recommendations
  • Clarifications to timing in relation to flood mitigation, transport and social infrastructure

The finalised and adopted Broadmeadow Place Strategy outlines the revitalisation of a 313-hectare precinct, creating up to 20,000 new homes and 15,000 new jobs for the projected population of 40,000 people.

The strategy seeks to develop diverse housing types to suit different household sizes and needs, including affordable housing provided on primarily NSW Government-owned land, and a portion of privately owned land as required to uphold the City of Newcastle’s affordable housing framework, and to meet or exceed the NSW Government’s affordable housing targets at the time of development.

It also details the development of a world-class sports, recreation and entertainment precinct at Hunter Park, which is set to include the relocation of the Newcastle Entertainment Centre and the creation of a new public space, both supported by high-frequency public transport.

One of the most emphasised facets of the plan is its focus on climate resilience and sustainability, featuring:

  • Healing connections to Country through remediation of locally indigenous species and restoration of Styx Creek and other natural waterways
  • Accessible, high-quality public transport solutions
  • Creation of new ‘green, sustainable and wellbeing environments’ through increased tree canopy cover and water sensitive initiatives
  • Lessening flooding impacts by improving flood prone land
  • Provision of a climate resilient environment that ‘responds to the risks of climate change’
  • Sustainability initiatives set to facilitate a net-zero precinct
  • Generation of renewable energy
